Firmware Update Apply Time

XCC2 redfish service allows to specify @Redfish. OperationApplyTime in both SimpleUpdate and Multipart Http Push update. The supported ApplyTime settings are "Immediate", "OnReset" or "OnStartUpdateRequest". If no apply time is specified, the service always takes it as “Immediate”.
